The Pilot Mountain Board of Commissioners is composed of a Mayor and four Commissioners, elected at-large to four-year, staggered terms. The Mayor is chosen on a separate ballot, presides over Town Board meetings, and serves as ceremonial head of government. The Mayor cannot veto Board action and votes only to break a tie. In the Mayor's absence, the Mayor Pro-Tem, appointed by the Board, performs mayoral duties.
The Board sets policy in planning, traffic, law and order, public works, finance, and recreation; appoints and removes the Town Manager and Town Attorney; adopts the budget and levies taxes; authorizes bonds; establishes administrative departments; appoints board and committee members; and provides for an independent audit.
